With the total liberalization of the electricity sector in 2006, all electricity consumers at all voltage levels became able to freely choose their electricity supplier.
In this way, there are now suppliers of electricity operating within a market regime and a last resort supplier in the regulated market. The latter, designated by EDP Serviço Universal, guarantees the supply of electricity to all consumers, and tariffs are set by the Energy Services Regulatory Authority (ERSE).
Licensed by the Directorate-General of Energy and Geology (DGEG), it is the suppliers who manage the commercial relationship with the final consumers, in particular, the billing and customer service

Access to networks
In order to have access to the networks, suppliers have established a network use contract with EDP Distribuição, which includes the general conditions approved by the Energy Services Regulatory Authority, and provide a guarantee in accordance with the transitional regime for the management of risks and guarantees in the SEN defined by Directive 11/2018 as published by the Energy Services Regulatory Authority.
