Is the supply of energy to customers compromised?

The normal supply of electricity to customers is not compromised. The activity of EDP Distribuição continues to be ensured by the commitment of the operational teams on the ground and by all the other employees who are teleworking.

What services are or will be affected?

EDP Distribuição is providing the services that are essential for the normal functioning of its activity and to which it will give priority, namely the management and operation of the electricity distribution network and the repair of faults in the high, medium and low voltage networks.

However, EDP Distribuição has adjusted its activity to the preventive and contingency measures of the COVID-19 spread:

- Suspension of interruptions to the electricity supply, at the initiative of the supplier, during the state of emergency and the following month;

- Suspension of technical visits for extraordinary reading and collection of readings inside the Customer's facility;

- Breakdowns in public lighting will be analysed in order to ensure the well-being and safety of the population. 

What services are being guaranteed by EDP Distribuição?

EDP Distribuição is providing the services that are essential for the normal functioning of its activity and to which it will give priority, namely:

Is the number of workers in the field sufficient to meet all the needs and requests of Customers?

EDP Distribuição reinforced its preventive measures against the propagation of the VOCID-19, in a safe manner and in accordance with the Contingency Plan of the General Health Directorate (DGS), in order to guarantee the continuity of electricity distribution throughout the country. 
Every effort was made to reorganise the operational teams in order to ensure the supply of electrical energy and to respond to the requests placed by its Customers. 

Will the meter reading collectors continue to go to the Customers' house to collect the data?

The readings will be ensured except if the equipment is inside the dwellings and the activity of extraordinary readings has been suspended. These are exceptional measures intended to ensure the safety of everyone.

Are the Company's technicians, who are in the field, adopting extraordinary protection measures, such as the use of masks, gloves and disinfectants?

EDP Distribuição's operational teams, as well as service providers, were duly informed of all the health and safety procedures they must follow, in accordance with the guidelines of the Directorate General of Health.

If there is an extraordinary atmospheric event, during the duration of COVID-19, does EDP Distribuição guarantee that all its teams are operational?

In the situation of an atypical atmospheric event that could cause massive interruptions in energy supply, EDP Distribuição would have to activate additional means and adapt its structure in order to be able to guarantee the respective replacement of service as soon as possible.

How long will the Company's service points be closed?

EDP Distribuição closed the 23 Public Service Points, from north to south of the country, on March 16, as a preventive measure and to control the spread of the COVID-19 virus. The measure will be evaluated according to the evolution of the pandemic and the recommendations of Health and Government entities.

Are the Company's Contact Center lines still running at full capacity?

In view of the current pandemic situation, there was a need to adjust the Contact Center structure, namely to ensure that employees operate in telework.  
The Contact Center lines are still operational and their activity is ensured by the Company's employees and service providers.

If I move, and make a request to be connected to the network, will this take longer to materialize?

EDP Distribuição has dimensioned its operational teams and its structure to continue to ensure the connections required by its customers, giving priority to priority customers, in accordance with the criteria established in the regulations applicable to the electricity sector.

In case of power outages, which Customers are priority for the Company? Is it guaranteed that energy is restored to these Customers more quickly?

EDP Distribuição has dimensioned its operational teams and its structure to continue to ensure the connections required by its customers, giving priority to priority customers, in accordance with the criteria established in the regulations applicable to the electricity sector. Priority customers are those who depend on electricity supply to survive, through artificial ventilation, or entities that provide safety or health services to the community and for whom the interruption of power supply can cause serious problems, such as hospitals, firefighters or civil protection.

How does EDP Distribuição know who are the priority private customers?

All priority customers must subscribe to an application through their energy supplier. Only in this way is the Distribution Network Operator (DSO) aware of the identification of Customers classified as priority.

Will the time for anomalies troubleshooting increase?

The operational teams are designed to respond to malfunctions as quickly as the Company has accustomed the citizens. However, the response time is always associated with the frequency of occurrences. According to the data at our disposal, we believe that the device assembled will be able to meet the needs.

If the light's out in my house or on the street, what should I do?

You can report the situation through digital channels such as APP EDP Distribuição or the website. Alternatively, you can contact EDP Distribuição through the number 800 506 506 (24h/day fault line - free).

Is it expected that during this period of crisis EDP Distribuição will make connections to the network in person?

EDP Distribuição will continue to respond to calls and reconnections to customer requests, as well as follow up on scheduled technical visits. These interventions will be carried out in compliance with all safety regulations and avoiding, as far as possible, contact and proximity with customers.

As a customer, how can I deal with all issues related to EDP Distribuição?

What is the purpose of this Account?

Under the Digital Distribution project, the Account for Municipalities was developed with the goal of improving relationships in the following aspects:

  • Experience of use, providing direct support, through a single point of interaction, a digital relationship and a user-friendly interface;
  • Proactivity, using behavioural analysis to increase knowledge about stakeholders and anticipate their problems/doubts; 
  • Transparency, allowing stakeholders to access real-time information related to their situations, complemented by notifications;
  • Quality of service, ensuring browsability performance;
  • Operational Efficiency, through dematerialization and promoting self-service;
  • Innovation and ongoing improvement, collecting feedback from the stakeholder and differentiation in terms of content and features.
Who is this for?

For each of the 278 Municipalities of Mainland Portugal with which EDP Distribuição has concession contracts for low voltage electrical energy distribution.

Which services are available?

From the Account, the Municipality can submit a vast set of requests until now made by traditional routes (mail, fax, letter), such as the extension of the public lighting network or the communication of a deleted element, with the recording of each interaction on a single channel. It is also possible to consult the main interlocutors, the most relevant documents of the concession, the places of consumption for which the Municipality is responsible, the possibility of grouping them by personalized folders, being alerted in advance to scheduled cuts, record memos of meetings and view plans of scheduled works.

How can I request access?

1. Submit your request for grid connection conditions

You may contact your customer manager or send a request for medium voltage connection conditions to PCL.MT@edp.pt, together with the additional information requested on the form.

2. Have you already received a reply to your request for grid connection conditions? You can now move on to the connection request, to get a quote for the initial cost of the work.

After receiving a reply to the request for grid connection conditions by letter or e-mail, you may submit the request for a connection to your customer manager or by e-mail PLR.MT@edp.pt.  EDP Distribuição shall send you information with the initial cost associated with the connection 15 working days after you have submitted your request.  

If you accept the amount of the initial cost and make the payment, the proof of which must be submitted to your customer manager or sent to PLR.MT@edp.pt, you will receive information on the following:

●     the quote for the project;    
●     expiration date of connection conditions and payment due dates;
●     deadlines and technical options;
●     information about the dimensions and technical characteristics of the connection;
●     cost for shared use connection infrastructure.
 

3. Start the construction of connecting infrastructure

Upon acceptance of the conditions for connection and payment of the cost described in the quote, the connection to the grid shall be carried out by EDP Distribuição or by your company, according to the option you have chosen.

4. Work completed? What else do I need to do to start the electricity supply?

 
The power supply shall start after:

•    grid connection implementation;
•    settlement of grid connection cost;
•    delivery of the work for which the applicant is responsible, where applicable;
•    installation of metering equipment;
•    authorisation from the land owners crossed by the power line;
•    transfer to EDP Distribuição of the plot of land where the switching station is located, where applicable;
•    licensing, surveying and authorisation of the coming onstream by the Directorate-General for Energy and Geology (DGEG) of:
            o the premise of the applicant;
            o the grid connection infrastructure.
•    the signing of an operating protocol;
•    inspection of the interconnection protections, if any;
•    electricity supply contracted with a supplier.
 

1. What objectives are intended to be achieved with the pilot projects?

The aim of the pilot projects is to test new tariff schemes and new locations of the time periods proposed by ERSE, further to studies carried out involving the analysis of information on consumption and production in the period 2013-2016, for each of EDP Distribuição’s six grid areas.

The prices and time periods to be applied during the pilot projects were approved by ERSE through Directive 2/2018.

2. How many pilot projects will be carried out?

Two pilot projects, each of which lasting 12 months, will be carried out and started on 1 June 2018.

Pilot project 1 aims to test a proposal to improve the current tariff structure, which is based on price differentiation in peak periods and the definition of new time periods.

Pilot project 2 aims to test the introduction of a dynamic tariff for grid access that will allow the activation of critical periods with short notice and notification periods. The dynamic tariff to be tested is to give the consumers concerned at least 48 hour’s notice, 24 hours of which must be on business days, of the occurrence of critical periods on the grids, to which higher prices will be applied, and to encourage them to shift their consumption to periods with lower prices. 

3. In pilot project 2, which body is responsible for activating critical periods?

As set out in ERSE Directive 2/2018, the activation of critical periods lies with the HV and MV distribution grid operator (ORD) which should be preceded by a coordinated decision with the transmission grid operator.

During the implementation of pilot project 2, a minimum of 16 and a maximum of 20 critical days may be activated, corresponding to an aggregate duration of critical hours of between 80 and 100 hours.

4. What are the forms of customer participation in pilot projects?

Participation in pilot projects could take two forms:

a) The first is to integrate one of the aforementioned pilot projects;

b) The second form of participation is to be integrated into one of the control groups (of each pilot project), which will allow a comparative analysis of the consumer behaviour adopted by participants in the pilot projects.

5. What type and how many consumers can participate in the pilot projects?

Electricity consumers from mainland Portugal, supplied at Very High, High and Medium Voltages (VHV/HV/MV) may take part in the pilot projects.

Consumers wishing to participate shall be included in one of the pilot projects to which they apply, or in one of the two control groups, up to a total of 100 consumers per pilot project or control group, subject to the following representativeness rule:

• Consumers supplied in VHV- 1 to 5 participants;

• Consumers supplied in HV- 20 to 30 participants;

• Consumers supplied in MV- 70 to 90 participants.

6. What is the procedure for selecting consumers to be involved in the pilot projects?

The selection process for participants in the pilot projects shall begin by electricity consumers demonstrating their interest in participating to the supplier, indicating by order of preference in which of the pilot projects they intend to participate, accepting that they may be selected for only one of the projects.

Subsequently, the electricity suppliers shall send EDP Distribuição a list of their customers who have shown an interest in joining the pilot projects.

On the basis of the lists provided by the suppliers, EDP Distribuição will make the final selection of the suppliers, using the criteria defined by ERSE in Directive 2/2018.

Consumers who show an interest in participating in the pilot projects will be tacitly agreeing to integrate control groups if they are not selected to integrate the pilot projects.

Any participant who has not been selected to integrate the pilot projects may, if it so wishes, complain to EDP Distribuição, which shall explain the reasons for its non-selection to ERSE.

The selection process will be the subject of a report to be released by EDP Distribuição.

7. What selection criteria shall be applied?

In accordance with Directive 2/2018, the selection of customers participating in the pilot projects shall consider the following criteria:

a) The customer’s geographical area;  

b) Economic activity sectors; 

c) The consumption characteristics associated, namely, with the profile and annual electricity consumption; 

d) The hiring of different suppliers; 

e) The distribution of customers amongst the voltage levels covered.

8. Are there plans to have a pilot project participation agreement?

Yes. Electricity consumers who are selected to be part of the pilot projects must sign a participation agreement which, besides themselves, will have as signatories EDP Distribuição and the electricity supplier with which they have a supply agreement. In the case of VHV customers, the participation agreement is also expected to be signed by REN.

This agreement shall set out the rights and obligations of the parties during the implementation of the pilot projects.

9. Are there any plans to provide information about pilot projects and about the performance of participants during the latter?

Yes. EDP Distribuição will make available an Internet portal for monitoring the pilot projects, consisting of two different areas:

• Public area- general information on pilot projects;

• Participant area- specific information about the participation of each customer to allow monitoring of their performance in the pilot project.

The load diagrams of the installations of the customers participating in the pilot projects since the beginning of 2016 will be made available at the Internet portal whenever possible.

The load diagrams of the participants' installations during the pilot projects will be made available at the D+2 portal after collection.

The portal will also serve to communicate critical periods to participants, in addition to other means of communication to be used.

10. Coordination with the supplier (at the selection stage and during pilot projects)

Customers interested in participating in the pilot projects should contact their suppliers, who may inform them about the applicable rules and other relevant aspects to be taken into account during the pilot projects.

Support from suppliers is essential in the selection process of customers participating in the pilot projects and during the duration of the projects, in particular to clarify any possible relationship issues which may arise at said stage.

12. How is grid access billed throughout the pilot project?

Grid access over the 12 months of the pilot project shall be billed in accordance with the tariff structure and the prices approved by ERSE in the Directive approving tariffs and prices each year (prices applicable to customers not participating in the pilot projects).

At the end of the pilot project each participant may choose one of the following billing alternatives:

a) To be billed within 12 months in accordance with the schedules and prices approved by the ERSE pricing and tariffs’ directive each year, i.e. that which the customer paid during the 12 months of the pilot is not subject to any change;

b) To request that the billing of the 12 months of the pilot project be adjusted for the new pilot time periods, with the application of the prices defined annually by ERSE in the tariffs and pricing directive;

c) To request that the billing of the 12 months of the pilot should be adjusted for the time periods and prices that are defined for the pilot project in which the customer participated.

The following table summarises the three options that will exist for billing the customer during the pilot project:

There is, however, a limit on the savings that the customer may have. If the customer goes for option c), with the periods and pricing of the pilot project, their billing may not be less than 90% of the billing that would be applied to them under option b).

The following example, provided by ERSE in the document justifying Directive 2/2018 on pilot projects, illustrates the alternatives that will be available to the customer:

The customer will pay, over the 12 months of the pilot project, the amounts corresponding to option A. At the end of the pilot project, however, they may choose an adjustment according to options B and C.

Example 1- Customer chooses to maintain billing with the current times and prices;

Example 2- The customer prefers the application of the time periods of the pilot and the current prices, thus being entitled to a transfer of €110 - €80 = €30.

Example 3- The best option is to choose the new time periods and pricing applicable to the pilot project. However, since option C must be at least 90% of option B, the customer will be billed €90. As he paid €110 during the pilot, he is entitled to receive €110- €90 = €20.

13. What will be the amounts to be measured for billing purposes in Pilot Project 1?

In pilot project 1, the customer will be billed according to:

• Contracted power- maximum power taken in a 15-minute period within the last 12 months, including the month of billing;

• Active energy;

• Reactive energy;

• Average power in super-peak hours- average active power, which corresponds to the active energy quotient at the metering point in super-peak hours by the number of super-peak hours applied to the total of the twelve months of the pilot project;

• Average power in normal peak hours- average active power, which corresponds to the active energy quotient at the metering point in normal peak hours by the number of normal peak hours applied to the total 12 months of the pilot project.

11. Can customers stop participating in the pilot project at any time?

Yes. If the customer chooses to stop taking part, he shall notify his intention to cease participation to the ORD for high voltage and medium voltage and its supplier. Billing in the participation period will be carried out according to the new time periods defined for the pilot and the prices defined by ERSE in the annual tariff decision-making process (prices applicable to customers not participating in the pilot projects).

14. What will be the amounts to be measured for billing purposes in Pilot Project 2?

In pilot project 2, the customer will be billed according to:

• Contracted power- maximum power taken in a 15-minute period within the last 12 months, including the month of billing;

• Active energy;

• Reactive energy;

• Average power in peak hours- average active power, which corresponds to the active energy quotient at the metering point at critical peak and non-critical peak hours, by the total number of critical peak and non-critical peak hours applied to the 12-month total of the pilot project;

• Additional power (or to be discounted) in critical peak hours compared with non-critical peak- difference between the average active power in critical peak hours and the average active power in non-critical peak hours.

15. In the event of a change in supplier, is participation in the pilot project affected?

No. The change in supplier by the participating customers during the implementation of the pilot project does not prevent the continuation in the pilot project.

16. Where can more information be obtained about the prices and timetables for pilot projects?

This information is contained in ERSE Directive 2/2018 which, together with the supporting document, can be found at the ERSE website.

Interruption classification

Section: Interruption classification

Subsection 1: As regards duration

Short interruption- interruption of one second or more and shorter than or equal to three minutes;

Long interruption- interruption lasting more than three minutes.

Subsection 2: As regards the type

Forecasted interruptions- interruptions owing to an arrangement with customers or also on the grounds of public interest or for service reasons where customers are given minimum notice thereof.

Accidental interruptions- the rest.

Non-compliance with general and individual quality of service standards entitles the customer to remuneration. For the establishment of these standards, the existence of three zones is considered:

> Zone A: district capitals and places with more than 25,000 customers;

> Zone B: places with a number of customers between 2,500 and 25,000;

> Zone C: all other places.

General service continuity indicators

SAIFI (High, Medium and Low Voltage) - Average long interruption frequency of the system (acronym internationally adopted from the English designation: “System Average Interruption Frequency Index”);

 

SAIDI (high, medium and low voltage) - average length of long interruptions of the system (acronym internationally adopted from the English designation of the indicator "System Average Interruption Duration Index");

 

MAIFI (High and Medium Voltage) - Average frequency of short system interruptions (acronym internationally adopted from the English designation of the indicator “Momentary Average Interruption Frequency Index”);

TIEPI (medium voltage) - equivalent interruption time of installed power;

END - Undistributed power.

Comercializador de energia para mobilidade elétrica – CEME

Competências:

      Compra energia a grosso ao comercializador do setor elétrico (CSE) e vende-a a retalho aos utilizadores de veículos elétricos (UVE) que pretendem carregar as baterias num dos postos integrados na rede de mobilidade elétrica.

Atividades:

      Contratam com o utilizador de veículo elétrico a tarifa pela qual a energia elétrica será fornecida, recebendo o valor correspondente à eletricidade utilizada no carregamento e à tarifa devida ao operador do posto de carregamento;

      Estabelece com os operadores dos postos de carregamento as relações necessárias para assegurar o acesso dos condutores deste tipo de veículos aos postos de carregamento;

      Recebe da Sociedade Gestora da Rede de Mobilidade Elétrica (Mobi.E) a informação do volume de energia utilizado num determinado carregamento;

      Transfere ao operador do posto de carregamento a tarifa de sua competência;

      Transfere à Sociedade Gestora da Rede de Mobilidade Elétrica (Mobi.E) a tarifa de sua competência;

      Paga o valor correspondente à energia utilizada nos carregamentos feitos pelos utilizadores de veículos elétricos e às tarifas de acesso às redes de distribuição e transmissão ao comercializador do setor elétrico.

Operador dos postos de carregamento - OPC

Competências:

  • Gere os postos de carregamento da rede de mobilidade elétrica, realizando a instalação, disponibilização, exploração e manutenção de postos de carregamento (de acesso público ou privado) integrados na rede de mobilidade elétrica.

Atividades:

  • Contrata, junto do comercializador do setor elétrico, a disponibilização de energia elétrica nos postos de carregamento deste tipo de veículos;

  • Informa a Sociedade Gestora da Rede de Mobilidade Elétrica (Mobi.E) sobre os carregamentos efetuados em cada um dos postos de carregamento dos veículos elétricos;

  • Transfere à Sociedade Gestora da Rede de Mobilidade Elétrica (Mobi.E) a tarifa de sua competência;

  • Paga ao comercializador do setor elétrico a energia utilizada em autoconsumo pelo posto de carregamento e as tarifas de acesso às redes de distribuição e transmissão.

Entidade gestora da rede de mobilidade elétrica (Mobi.E) – EGME

Competências:

  • Gere as operações da rede de mobilidade elétrica, quer no que diz respeito aos fluxos energéticos e financeiros associados às operações da rede de mobilidade elétrica, quer na respetiva plataforma.

Atividades:

  • Informa o comercializador sobre o volume energético disponibilizado por um operador num determinado carregamento;

  • Recebe do operador do posto de carregamento as informações dos carregamentos feitos em cada um dos postos de carregamento de veículos elétricos;

  • Avalia as operações da rede e decide a eventual relocalização dos postos de carregamento de veículos elétricos da rede piloto.

Connection to the grid

> To obtain electricity, you need to connect to the EDP Distribuição power distribution grid. With this in mind, you must choose the correct voltage level for the most appropriate connection and ask for a quote for its implementation;

> The power to be requested (Low Voltage, Medical Voltage or High Voltage) should take into account the provisions of the applicable legislation and it is therefore recommended that an appropriately qualified technician be consulted;

 

> The drafting of quotes for Low Voltage branch lines should be carried out within 15 working days;

> Once the budget has been accepted, an agreement shall be signed between the consumer and the grid operator which shall cease when connection to the grid takes place and after payment of the related charges.

Activation of supply

> The activation period for supply, in light of the Low Voltage connection requirements, is two working days, excluding any connections from installations.

> The time limit referred to in the previous point shall not be taken into account when the customer desires another date.

Arranged visit

> The arranged visit takes place whenever the customer's connection to the electricity grid is involved. It may be brought about by the commencement of an agreement with EDP Comercial, a power failure at your consumption site, a meter reading, technical assistance to your meter or technical changes to your agreement;

> The arranged visits have a two-and-a-half-hour appointment interval and non-compliance with this time interval for the start of the visit gives the customer the right to remuneration;

> Last resort suppliers, suppliers and customers may request the cancellation or rescheduling of arranged visits provided that no later than 5 p.m. on the preceding business day.

Technical assistance

> Upon communication of the need for technical assistance (e.g. due to a fault in the meter) the visit will take place within 4 hours (3 hours for priority customers). If the communication takes place between 12 midnight and 8 a.m., this period shall begin at 8 a.m.;

Frequency of reading metering equipment

> The number of readings on all Normal Low Voltage (NLV) metering equipment, regardless of their accessibility, shall be less than or equal to 96 days from the previous reading;

> The readings made either directly by the distribution grid operator or the readings communicated to the distribution grid operator by customers shall be recorded.

Restoration after interruption for which customer is liable

> Power cuts are the responsibility of the customer when they derive from a payment failure or inability of the electricity distributor to make the reading; 

> Once the customer has rectified the situation, power shall be restored within the following timeframes: 12h for NLV customers; 8h for other customers; 4h if the customer pays the additional price as defined in the Trade Relations Regulation- RRC;

> Power resumption takes place on business days between 8 a.m. and 12 midnight for LV customers and every day for other customers between 8 a.m. and 12 midnight.

Information Requests

> Information requests by customers to EDP Distribuição may be made by phone or in writing;

> Phone information requests must be answered within a maximum of three working days;

How do you register?

It is the duty of the distributor to identify these customers.

The distribution grid operator shall inform customers individually, directly or through their suppliers about any interruptions of supply for which notice is given.

Without prejudice to established rights, these customers shall take precautionary measures appropriate to their situation, in particular as regards emergency power systems.

Energy suppliers for electric mobility

Competences

● Buys wholesale energy from the electricity sector supplier and selling retail to users of electric vehicles who wish to charge their batteries at one of the points forming part of the electric mobility network

Activities

● Handles along with the electric vehicle user the rate at which electrical energy will be supplied for, receiving the amount corresponding to the electricity used in the charging and the tariff due to the recharging point operator;

● Establishes the relations necessary with the charging point operators to ensure that drivers of these types of vehicle are able to access the charges;

● Receives information on the volume of energy used in a given charging from the Managing Company of the Electric Mobility Network (Mobi.E);

● Evaluates network operations and decides on the possible relocation of electric vehicle charging points within the pilot network;

What are Electromagnetic Fields (EMF)?

Electromagnetic fields exist wherever electricity is generated, transmitted, distributed, or used. Since electricity has become an integral part of our society, these fields are ubiquitous in our environment.

However, electromagnetic fields are also present naturally on the planet and in the natural physiology of the human body. For example, the planet's natural magnetic field — capable of moving a magnetized piece of iron — is more intense than most of the artificial fields to which human beings are subject on a daily basis.

What kind of electromagnetic fields does EDP Distribuição emit?

EMF EDP Distribuição installations for the most part generate extremely low frequency electromagnetic fields (ELF) - 50 Hertz (Hz). Other household electrical equipment also generate ELFs, e.g. dishwashers, irons, hair dryers, electric razors, vacuum cleaners, toasters, televisions, etc.

These ELFs are considered extremely low frequency because their frequencies (less than 300 Hz) are very low compared to those of most telecommunications equipment or the higher frequencies of infrared radiation, visible light, ultraviolet radiation, and X-rays. 

What effects can they have on health?

The effects of these electromagnetic fields on human health have been investigated for decades. In June 2007, the World Health Organization (WHO) published a detailed 470-page monograph showing the results of this research.

·       This monograph considers the association between exposure to extremely low frequency electromagnetic fields and any conditions to be inappropriate or unsupported by evidence.

However, there is limited evidence in respect of childhood leukemia. However, in this case there are methodological weaknesses that limit the conclusions of the studies carried out. As well as statistical weaknesses resulting from the combination of the low percentage of the population living in the vicinity of electrical installations and the very low incidence rate of this disease, it is very difficult to bring together a sufficient number of cases to allow for studies in which the conclusions are statistically significant.

For this reason, according to the International Agency for Research on Cancer (IARC), ELF is classified as “possibly carcinogenic to humans”, alongside such things as coffee, pickles, or gas engine exhaust fumes.

However, recent research seems to indicate the genesis of childhood leukemia is not associated with exposure to electromagnetic fields, but rather with a genetic predisposition, which, associated with a second mutation that is possibly induced by a common disease, may trigger the disease.

What are the limits set by national law?

In 2004, Ordinance No 1421/2004 establishing the reference levels for exposure to electromagnetic fields was published in the government gazette (Diário da República), in line with the recommendations of the European Council and the International Commission on Non-Ionizing Radiation Protection (ICNIRP).

For the industrial frequency of 50 Hertz (Hz), which is used for the transmission, distribution, and use of electricity in Portugal, the basic limits established are as follows:

      The current density in the human body cannot exceed 2 mA/m2 (milliampere per square meter), a value about 50 times lower than that for which there is a scientific record of physiological, reversible, and non-harmful effects.

      This limit is guaranteed if the following reference values for electrical and magnetic fields are not exceeded:

    For electrical field E: 5 kV/m (kilovolt per meter)

For magnetic field B: 100 µT (microTesla

What do we do for the safety of people and the environment?

In recent years, we have developed knowledge of EMFs generated by the company's infrastructure, through monitoring our high and medium voltage transmission lines, substations, transformers and low voltage grids.

The results show that measured electromagnetic field values are significantly lower than the reference levels set out in current national legislation.

In the field of research, we support various studies on this subject, in partnership with Portuguese institutes of higher education, such as the University of Coimbra and the Higher Technical Institute.

We highlight the work produced by Professor Luís Pinto de Sá, of the Higher Technical Institute, on the Extremely Low Frequency Electromagnetic Fields, Public Health and High Voltage Lines, as well as the Guide to Mitigation of the 50 Hz Magnetic Field Emissions in EDP installations.

 

Following the work that has already been carried out, we will continue to monitor further developments on this subject and develop knowledge of the EMFs generated at our installations via regular monitoring.

 

Works on the public highway. What are the reasons for this risk in work carried out in the vicinity of overhead lines or underground cables?

·       Excavating and drilling. Always check for any underground cables before drilling or excavating.

·       Cranes. The higher it rises, the greater the risk of touching an electric line. Respect safety distances and avoid accidents.

·       Trees. Chopping down trees can damage electrical lines. Always check the tree or cut branches will not hit anything as they fall.

·       Scaffolding. Keep a safe distance from any electrical lines when mounting or working on scaffolding.

 

What are our recommendations?

The general recommendations for carrying out work in the vicinity of power lines are as follows:

      Contact EDP Distribuição beforehand to find out which line characteristics and distances to respect. If justified and possible, request the line be taken out of service during the most critical period of work.

      If it is necessary to use mobile machinery in the vicinity of power lines, all concerned are obliged to have appropriate knowledge and training, as this work must be regarded as dangerous.

      Designate an experienced person to closely monitor the movement of machinery and cargo to prevent them from approaching electrical lines in a dangerous manner.

How should a site be organized?

There are some rules to be complied with to ensure safety:

      Avoid storing materials near or below power lines;

      If possible, establish pathways for machines that will help them avoid crossing power lines;

      Place obstacles and warning signs at appropriate distances parallel to power lines;

      Place height limiting beacons on each side of electrical line crossings;

      Place warning signs at entrances to the site and at any points where the machinery most frequently moves below or in the vicinity of electrical lines.

Work near buried electrical cables. What precautions should be taken?

      Contact EDP Distribuição beforehand to check for the location of buried electrical cables near worksites. It there are buried cables, please make yourself aware of the special measures to be taken;

      Visibly identify and map the cable route, always in connection with EDP Distribuição;

      Designate a qualified person to monitor work carried out within 1.5 meters of the cables;

      Use only hand tools (shovels or spades) when approaching buried electrical cables after detecting their signaling devices, always taking care not to damage them; The use of picks in these situations is not allowed.

    A supervisor should ensure a minimum safety distance of 0.3 meters is maintained if the cables are visible and mechanical tools need to be used close to them.

 

If there is any doubt as to the distances or location of buried electrical cables, the approach shall always be done manually, taking all necessary care not to damage the cable insulation.

 

Work with cranes or mobile machinery in the vicinity of overhead power lines. What precautions should be taken?

Comply with EDP Distribuição's recommendations regarding the distances to be maintained between power lines and any part of the crane or machinery:

- 3 meters for voltage lines up to 60 kV (Kilovolt);

- 5 meters for lines with a voltage exceeding 60 kV.

When possible, place end-of-course switches on moving parts, the movement of which may lead to the machine or load entering the danger area as set out. In the case of machinery that passes under the line with its arms lowered, unloaded and always under supervision, the following minimum distances may be acceptable.

- 1.5 meters for lines with a voltage of less than 60 kV;

- 3 meters for voltage lines between 60 kV and 220 kV;

In the case of machines that cross frequently, the maximum height should be marked.

All electrical lines should always be considered to be live unless an EDP Distribuição representative has given a written declaration that the lines are carrying no current and that they are grounded.

 

Irrespective of this declaration, where a line is not carrying a current, to ensure it is not live, the conductors should be grounded at a location close to the worksite.

1. Who can have access to the low-voltage electricity distribution grid infrastructure?

Any company active in the electronic communications sector, authorised by the National Communications Authority - ANACOM.

2. Which grids are considered suitable for accommodating electronic communications networks?

All Low Voltage overhead systems except those established on bare cables.

 

3. Can all Low Voltage distribution grid poles be used to accommodate telecommunications networks?

Not always. The capacity of each pole is always dependent on the prior and specific evaluation of the network concerned. The grid may be modified at the expense of the company which intends to use it. This work is contracted to companies duly accredited by EDP Distribuição.

4. What will be the cost of using Low Voltage supports?

In addition to the cost for annual use, the cost of the service for analysing the feasibility of each application must be borne. Telecommunication operators should also bear the cost of the post-installation final inspection by certification companies qualified by EDP Distribuição for this purpose.

1. Which companies can use EDP Distribuição's fibre optics network?

Fibre optics may be rented by telecommunication operators and, in general, by all companies provided that their purpose is duly indicated.

2. What is the support for the fibre optics network?

The fibre optics network is installed in the National Electricity Distribution Network (High and Medium Voltage), mainly on overhead power lines.

3. What are the technical characteristics of fibre optics?

The fibre optics which are subject to the right of usehave the technical characteristics set out in ITU-T recommendation G652 (.B or.D) or the equivalent categories of the standard IEC 60793-2-50 (categories B1.1 or B1.3).

4. Is there any risk to telecommunications’equipment?

In its descent from an overhead to an underground position, the cables are always dielectric, with optical distribution frame placed in EDP Distribuição premises. Any connection to the telecommunications company premises shall be carried out at that location by EDP Distribuição's technicians.

Trabalhos na proximidade de linhas elétricas de alta tensão

Normalmente, os acidentes elétricos com linhas de alta tensão ocorrem nas seguintes situações:

- Trabalhos em terraços, telhados ou andaimes, com manuseamento de ferramentas ou materiais perto das linhas elétricas;

- Trabalhos com gruas ou camiões basculantes, que se aproximam ou entram em contacto com condutores das linhas elétricas;

- Trabalhos com retroescavadoras que cortam ou ferem o isolamento de cabos elétricos subterrâneos.

Recomendações gerais trabalhos na proximidade de linhas elétricas de alta tensão

Contacte-nos para ficar a conhecer as caraterísticas da linha e as distâncias a respeitar e, caso se justifique, a linha poderá ser colocada durante algum tempo fora de serviço para alguma fase particular da obra.

A utilização de máquinas móveis na proximidade de linhas elétricas deve ser considerada como um trabalho perigoso que exige conhecimento e formação do operador, bem como de todos os trabalhadores envolvidos no projeto.

Deve ser designada uma pessoa experiente no solo, com a missão de vigiar atentamente os movimentos da máquina e da carga, de forma a impedir que se aproximem demasiado dos condutores elétricos em tensão.

Organização do estaleiro

- Evite o armazenamento de materiais na proximidade e por baixo de linhas elétricas de alta tensão;

- Se possível, estabeleça percursos para as máquinas de forma a evitar o cruzamento com as linhas elétricas;

- Coloque obstáculos e sinalização de aviso paralelamente aos condutores da linha a distâncias apropriadas;

- Coloque balizas delimitadoras de altura de cada lado de um cruzamento com a linha elétrica;

- Instale placas com avisos nas entradas dos locais da obra e nos pontos em que as máquinas se movimentam com mais frequência por baixo ou na proximidade da linha elétrica.

Trabalhos nas proximidades de cabos elétricos enterrados

Pode solicitar-nos informação relativa à sua existência e, caso afirmativo, quais as medidas especiais a tomar.

A identificação e balizagem do traçado do cabo deve ser realizada de forma bem visível pela empresa que vai executar os trabalhos, em ligação com a EDP Distribuição.

Se os trabalhos forem executados a menos de 1,50m de uma canalização elétrica isolada, o desenrolar dos trabalhos deve ser acompanhado por uma pessoa qualificada da empresa que vai executar os trabalhos.

A aproximação à canalização deve ser feita com ferramentas manuais (pá ou enxada), com o cuidado de não ferir a canalização. Não é permitido utilizar picareta na aproximação à canalização.

Se forem utilizadas ferramentas mecânicas:

- Caso a canalização esteja visível, um vigilante deve assegurar que a máquina não se aproxima a menos de 0,30m da canalização;

- Caso a canalização não esteja visível, a distância mínima estimada será de 50cm e a vigilância deverá permanecer reforçada.

 

Se houver dúvidas quanto às distâncias ou à sinalização de presença da canalização, a aproximação será sempre feita manualmente, com os cuidados necessários para não ferir o isolamento do cabo.

Trabalhos com gruas ou máquinas móveis na proximidade de linhas elétricas de alta tensão

É crucial respeitar as distâncias de segurança recomendadas pela EDP Distribuição, a manter entre os condutores da linha e qualquer componente da grua ou carga:

- Para linhas de tensão até 60 kV - 3m;

- Para linhas de tensão superior a 60 kV - 5m.

 

Sempre que possível, coloque interruptores fim de curso nas peças móveis cujo movimento possa levar a máquina ou a carga a entrar na zona interdita delimitada pelas distâncias anteriormente referidas. Máquinas em trânsito com a lança baixa e sem carga, e sob vigilância de um encarregado, para uma passagem podem aceitar-se:

- 1,5m para linhas de tensão inferior a 60 kV (média tensão);

- 3m para linhas de tensão entre 60 kV e 220 kV;

- 5m para linhas de tensão superior a 220 kV.

 

No caso de passagens frequentes deve ser feita a balizagem preventiva da altura máxima.

Qualquer condutor de uma linha elétrica deve considerar-se em serviço, a menos que haja uma indicação escrita de um representante da EDP Distribuição confirmando que os condutores não têm tensão e que foram ligados à terra.

Independentemente dessa indicação, sempre que a linha estiver fora de tensão, para ser considerada como tal, no local de trabalho os condutores devem estar ligados à terra.

Manutenção das faixas de proteção

Por imposição da lei, deverão ser mantidas faixas de proteção das linhas aéreas, sendo que as árvores não deverão aproximar-se a menos de 3m dos condutores. Os proprietários deverão promover uma limpeza periódica e preventiva das respetivas plantações, assegurando assim que nenhuma prejudica a normal exploração das linhas de distribuição de energia elétrica. Por estritas razões de segurança, o operador da rede de distribuição de energia elétrica poderá promover as medidas necessárias para repor as adequadas condições.

Manutenção das faixas de proteção por solicitação dos proprietários

A EDP Distribuição, na resposta a um pedido de intervenção, analisa a situação descrita e o risco envolvido e acorda com o proprietário a forma mais adequada para a poda ou corte da(s) árvore(s) cujos ramos, na sua queda, possam aproximar-se a menos de 3m dos condutores da linha. Poderá ainda ser acordada a disponibilização ao proprietário dos meios necessários para a realização da poda ou corte da(s) árvore(s) que possam envolver risco elétrico e/ou colocar em causa a exploração normal da linha.

Proximidades de uma linha de alta tensão ou média tensão - Dicas de segurança
Não plante nem mantenha árvores ou arbustos que possam estar a menos de 3m dos condutores de uma linha elétrica de alta ou média tensão. Se essa distância não for mantida, a árvore ou o arbusto irá aproximar-se demasiado dos condutores, podendo assim colocar em risco a normal exploração da linha e a segurança de pessoas e bens. Além disso, a árvore ou o arbusto terá que ser objeto de poda ou do corte adequados, vendo assim desde logo afetada a respetiva forma natural.

A EDP Distribuição, o mais rapidamente possível, irá analisar a situação e, se for o caso, assegurar a intervenção que for mais adequada.

Certificado energético

- O certificado energético de edifícios é obrigatório e deve ser tido em conta no momento da aquisição ou arrendamento de uma nova casa;

- O certificado é feito por fração do edifício. Contém a identificação dos indicadores de desempenho e classe energética — numa escala dos mais eficientes (verde, A+) aos menos eficientes (vermelho, F). Apresenta medidas de melhoria (com custos e benefícios) e recomendações, indicadores e soluções construtivas e o comportamento térmico, perdas e ganhos de calor.

Etiqueta energética

Sempre que tiver de comprar um novo equipamento para a sua casa, esteja atento à etiqueta energética. Esta permite-lhe identificar os equipamentos que consomem menos energia. O que tem a etiqueta energética:

- Nome do fornecedor ou marca e identificação do modelo;

- Classe energética assinalada pelas setas coloridas que distinguem os produtos mais eficientes (verde escuro, A+++) dos menos eficientes (vermelho, D);

- Consumo anual de energia em kWh e pitogramas com as características e desempenhos próprios de cada categoria de produtos.

Lighting

- Change from incandescent lamps to LED. This will allow for energy efficiency gains of 85%; - When replacing your lamps, keep the light color for the same feeling of comfort and opt for the same shape and bulb to have the same aesthetics; - If possible, install motion sensors.

Climatização

- Fixe a temperatura de climatização entre 24o e 26oC no verão e 18o e 20oC no inverno;

- Isole as portas e janelas de casa;

- Opte por equipamentos de climatização de uma classe de eficiência mais elevada (até A+++) e instale, se possível, sensores de temperatura e unidades de gestão da climatização.

Eletrodomésticos

- Opte por eletrodomésticos de elevada classificação energética(até A+++); - Utilize fornos com convecção, minimizando tempos de confeção e consumo energético; - Use as máquinas de louça e roupa com a carga máxima indicada pelo fabricante para cada programa, sem sobrecarregar; - Regule o compartimento do frigorífico para +5oC e do congelador para -18oC; - Opte por uma placa de indução, mais rápida e eficiente; - Selecione o programa de lavagem de acordo com o tipo de louça/roupa e a sujidade.

Equipamentos multimédia

- Escolha equipamentos de informática com símbolos Energy Star;

- Prefira monitores LED ou LCD, de elevada eficiência energética;

- Utilize tomadas com interruptor ou controladas por comando, ou tomadas inteligentes.

Aquecimento de águas

- Opte por termoacumuladores com elevada classificação energética (até A+++); - Prefira termoacumuladores elétricos com termostato ou controlo horário.

Outras recomendações importantes

- Desligue transformadores e carregadores, sempre que não são necessários; - Desligue equipamentos que não sejam necessários; - Opte pelo tarifário mais adequado ao tipo de utilização, de forma a reduzir o consumo de energia elétrica; - Equacione também qual a potência a contratar e o horário a utilizar.

Energy Efficiency Lighting

- Whenever possible, maximize the use of daylighting;

- Choose lamps that have a luminous flux (lumens) equal to the lamps to be replaced. This parameter can be found on the packaging;

- The type of bulb to be chosen must be the same as the bulb to be replaced (see package). The shape of the lamp (focus, globe, classic, tubular) should also be the same to ensure that the lighting effects are maintained;

- Choose a lamp with a color temperature close to the color temperature of the lamp to be replaced (see package). The color temperature is expressed in ̊K (Kelvin Grade). The higher the number of ̊K, the colder the color of light;

- Lamps with high start-up times may not guarantee minimum illumination levels in spot use locations (see package);

- Do not use CFL lamps in locations that have a high number of cycles (on / off), as the life of this type of lamp is affected by the number of cycles. Most of these lamps are also not suitable for high humidity places such as bathrooms and outdoors;

- Use presence detectors and time switches;

- Remove ballasts from unused lamps.

Eficiência Energética - Climatização

- Escolha o equipamento tendo em consideração as suas necessidades de utilização (aquecer, arrefecer ou ambos) e as áreas a climatizar, de forma a garantir um bom nível de conforto com um baixo custo energético;

- Opte por ar condicionado, em caso de uso intensivo. Escolha sempre um equipamento de ar condicionado de classe A++, em vez de um climatizador tradicional. Assim, pode obter poupanças energéticas de cerca de 80%;

- Adquira equipamentos com melhores níveis de eficiência. A etiqueta energética apresenta duas classificações: para arrefecimento e para aquecimento, numa escala de D (baixa eficiência) a A+++ (alta eficiência);

- A escolha da potência do equipamento a instalar deve ser adequada à dimensão da área a climatizar;

- Limpe regularmente os filtros do ar condicionado e a unidade exterior;

- Mantenha a calafetagem de portas e janelas em bom estado.

Aquecimento de águas - eficiência energética

- Compre o equipamento — esquentadores, termoacumuladores, bombas de calor ou painéis solares — tendo em conta a sua utilização, o espaço disponível e o nível de eficiência energética;

- Instale o equipamento o mais próximo possível dos pontos de utilização de água quente;

- Dê prioridade a equipamentos termostáticos que permitam um controlo da temperatura da água de saída;

- Opte, se possível, por solar térmico: termossifão, um sistema mais barato, mas mais suscetível a intempéries; ou circulação forçada, um sistema mais caro, mas mais eficiente e resistente;

- Instale isolamento térmico nas tubagens de passagem de água quente, para reduzir as perdas térmicas e desperdícios de energia;

- Utilize interruptores horários em termoacumuladores elétricos, programados de forma a ligar os equipamentos antes da sua utilização e desligar antes do fim da utilização e, se possível, programe o interruptor para desligar o equipamento em horas de ponta;

- Reduza a temperatura da água e o caudal de água nas torneiras; Efetue uma manutenção regular dos equipamentos, verificando a existência de fugas na canalização.

Eficiência Energética Refrigeração

- Considere substituir equipamentos com mais de 10 anos por equipamentos novos e mais eficientes. Nos equipamentos de refrigeração domésticos, a opção de equipamentos de classe energética A+, A++ ou A++ poderá conduzir a poupanças energéticas de 20%, 40% ou 60%;

- Opte por equipamentos que não tenham vidro na sua construção para zonas que não tenham acesso ao público;

- Opte por equipamentos que permitam a instalação do condensador no exterior do edifício;

- Considere a compra de câmaras de refrigeração modulares;

- Substitua e limpe as borrachas de isolamento;

- Limpe o gelo acumulado nas paredes das arcas;

- Utilize lamelas nas portas de câmaras frigoríficas;

- Mantenha uma boa ventilação dos condensadores;

- Não se esqueça de adequar sempre a capacidade armazenada aos equipamentos e mantê-los organizados: zona superior para produtos já confecionados, zona intermédia para carnes e peixes, zona inferior para legumes e hortaliças;

- Deixe arrefecer os alimentos antes de os colocar no frio;

- Descongele alimentos no frigorífico;

- Regule as temperaturas de funcionamento à sua utilização.

Eficiência Energética Lavagem de loiça

- Sempre que os equipamentos o permitirem, opte pela alimentação de água pré aquecida;

- Efetue a manutenção anual do equipamentos;

- Limpe diariamente os filtros e difusores de água;

- Utilize as máquinas sempre com a carga máxima;

- Faça uma pré-lavagem com pistola de spray ou jato de caudal reduzido;

- Adeque o programa de lavagem à utilização, optando pelos económicos;

- Desligue os equipamentos quando não utilizados durante longos períodos;

- Regule a máquina consoante a dureza da água.

Eficiência Energética Cozinha

- Opte por placas de indução, são mais eficientes. Ainda assim, considere as características das placas a gás ou vitrocerâmicas;

- Escolha o equipamento com a ajuda de um profissional;

- Efetue a manutenção periódica do equipamento;

- Limpe regularmente as juntas de vedação de fornos e estufas;

- Mantenha as paredes dos fornos limpas, incluindo os micro-ondas;

- Opte por equipamentos de confeção a vapor para cozinhados;

- Descongele os alimentos antes de cozinhar;

- Opte por recipientes de cerâmica ou vidro e ajustados ao tamanho das placas;

- Evite abrir o forno e use a capacidade máxima;

- Se cozinhar durante mais de uma hora, não use o preaquecimento.

Eficiência Energética Oficina

Nos elevadores de viaturas, efetue com frequência a limpeza e lubrificação de todos os componentes e verifique a tensão das correias. A má lubrificação afeta o funcionamento do motor, fazendo com que entre em esforço, reduzindo o seu tempo de vida útil e aumentando o consumo de energia.

Eficiência Energética Escritório

- Escolha equipamentos com a designação ENERGY STAR®, uma vez que têm melhor eficiência;

- Opte por monitores LED ou LCD. Os LED têm uma melhor imagem, um tempo de vida útil superior e um consumo de energia cerca de 70% mais baixo que os CRT;

- Faça uma manutenção regular no que diz respeito ao software e hardware;

- Coloque os computadores em standby quando o período de não utilização for curto, como por exemplo na hora de almoço;

- Desligue os computadores quando o período de não utilização for longo, como por exemplo durante o fim de semana;

- Desligue os equipamentos quando não são utilizados.

Eficiência Energética Cafeteria

- Faça uma manutenção regular do equipamento e dê especial atenção aos filtros de café que, quando se encontram obstruídos, dificultam a circulação de água, causando assim um maior desgaste da máquina;

- Desligue a máquina de café sempre que esteja prevista a sua não utilização por períodos superiores a duas horas, o que permite poupanças significativas.

Eficiência Energética Cabeleireiro

- Reduza o caudal da água quente;

- Reduza os tempos de lavagem;

- Maximize a secagem manual do cabelo, antes de usar o secador;

- Desligue os equipamentos de aquecimento de cera, sempre que não sejam necessários.

- Desligue equipamentos em standby;

The costs associated with the purchase of the metering equipment - which includes the meter, modem, GSM communications card with PIN disabled - are the responsibility of the owner of the Production Unit for Self-consumption.

What to do to be a cogenerator?

 

The production activity in cogeneration is free and may be exercised by natural or legal persons, public or private, without prejudice to the prior control for the installation and operation of the respective installation. The titles of the prior check vary according to the size of the cogeneration plant, in the following terms: a) Record of the installation of the cogeneration and corresponding operating certificate, in the case of micro-cogeneration, regardless of the applicable remuneration regime; b) Prior notification with a term and corresponding certificate of operation, in the case of small cogeneration not included in the special remuneration regime; c) Production license and corresponding operating license, in all other cases.

I already have a production license or previous communication. And now?

The production license or prior communication grants the right to establish the electroproducer center. If the installation is connected to the national distribution network, you must ask EDP Distribuição for the technical connection conditions.

This request must contain:

  • Identification of the promoter (name, NIF or access code to the permanent certificate, address)

The holder of the production license or of the act of admission of the prior notice may only start the industrial exploitation of the electroproducer center after obtaining the operating license or the certificate of exploitation.

What is ordinary electricity production?

Electricity generation under ordinary regime is the activity of energy production that is not covered by a special legal regime.

These include the electroproductive centers with contracts of maintenance of contractual equilibrium, contracts of purchase of energy or that benefit of incentives to the guarantee of power.

The figure of ordinary regime producer was established by Decree-Law no. 29/2006, of February 15, which establishes the bases of organization and operation of the national electric system, as well as the general bases applicable to the exercise of activities production, transportation, distribution and sale of electricity and the organization of electricity markets.

These production facilities are, as a rule, linked to the national transport network and include the so-called conventional production: thermal power plants and large hydro (> 50 MVA).

How is the energy produced by an ordinary regime producer sold?

Electricity producers in ordinary regime can sell the electricity produced through the following modalities of commercial relationship:

a) Conclusion of bilateral contracts with final customers, with electricity merchants and, if applicable, with the entity responsible for the management of energy acquisition contracts;

b) Participation in organized markets.

Ordinary regime electricity producers may also provide system services, by entering into contracts with the system operator, or by participating in organized markets for this purpose.

What can I do to be an ordinary regime producer?

The exercise of ordinary electricity production activity is free, subject to obtaining a production license, to be assigned by the licensing entity, at the request of the interested party.

Among the general criteria of the production license allocation decision is the existence of conditions of connection to the public network adequate for the management of its capacity to receive electricity. Information on the existence of reception capacity and the conditions for connection to the network should have been issued less than eight months previously by the network operator to which the applicant intends to connect.

The Directorate-General for Energy and Geology shall exercise the licensing authority's powers to instruct and conduct the procedures for granting, amending, transmitting and terminating the licenses and authorizations envisaged and submitting them to the decision of the member of the government responsible for energy.

I already have a production license. And now?

The production license confers the right to establish the electroproducer center. In addition, if the installation is connected to the national distribution network, the production license holder must request from EDP Distribuição the technical connection conditions. This request must contain:

What is production of electricity under special regime?

Production under special regime is considered to be production activity subject to special legal regimes, such as the production of electricity through cogeneration and endogenous, renewable and non-renewable resources, microproduction, mini-generation and production without power injection in the network , as well as the production of electricity through endogenous, renewable and non-renewable resources.

The following producers are currently considered:

• Hydroelectric plants up to 10 MVA of installed capacity;

• Producers whose sources of energy are renewable, industrial or urban waste;

• Cogeneration producers (heat and electricity);

• Micro-cogeneration;

• Small cogeneration;

• Miniprodutores (revoked, applicable in medium and low tension connected);

• Microproducers (revoked, applicable in low voltage connected);

• Small production unit (applicable in medium and low voltage);

• Production unit for self-consumption (applicable in high, medium and low voltage).

How does the energy produced by a special regime producer is sold?

The activity of production of electricity under special regime can be exercised on one of the following remuneration schemes:

  • The general scheme: electricity produced is sold under ordinary regime production on organized markets or through the conclusion of bilateral contracts with final customers or with electricity traders, including with the market facilitator or any marketer who aggregates the production;
  • The guaranteed compensation scheme: electricity produced is delivered to the last resort supplier, against payment of the remuneration attributed to the electroproducer center.

Special regime electricity producers may also provide system services by entering into contracts with the system operator or by participating in organized markets under the terms provided for by law.

The exercise of electricity production in special regime is free, subject to prior control.

Prior inspection shall be carried out by means of a production permit, at the request of the person concerned, or by means of prior notification for the installation of an electroproducing center.

The installation of electroproducing centers under special regime is subject to one of the following prior control procedures: production license or prior communication.

When can I start the exploration of my plant?

The holder of the production permit or of the act of admission of the prior communication may only start the industrial exploitation of the electroproducer center after obtaining the license or the certificate of exploitation.

The license and the operating certificate define the conditions to which it is subject and, once granted, become part of the conditions of the production license or the act of admission of the previous communication of the electroproducing center to which they refer.

A deslocação para ler o contador tem custos?

A leitura em roteiro normal, efetuada pelos leitores ao serviço da EDP Distribuição com frequência trimestral, não tem qualquer custo para o cliente.

No entanto, se não for possível o acesso ao contador durante um período alargado, a EDP Distribuição pode realizar uma leitura extraordinária com custos para o cliente, conforme definido pela Entidade Reguladora dos Serviços Energéticos.

Atualmente este custo é de €6,64 (acresce IVA à taxa legal), conforme definido no Regulamento das Relações Comerciais (RRC) e será incluído na fatura de energia elétrica a emitir pelo seu comercializador.

O fornecimento de energia pode ser interrompido por falta de leitura?

De acordo com os artigos 75.º e 269.º do Regulamento de Relações Comerciais, o fornecimento pode ser interrompido com notificação prévia. Trata-se de uma situação de último recurso e que só se aplica em casos em que não seja facultado o acesso ao leitor repetidamente.

O que devo fazer se receber uma comunicação com a marcação de uma leitura extraordinária?

Nesta situação deverá comunicar-nos uma leitura até à data referida na comunicação que recebeu.

 

Se continuarmos a não receber qualquer leitura iremos deslocar-nos até à sua instalação na data e horas indicadas na comunicação por si recebida. Nesta deslocação é indispensável a sua presença ou de alguém que o represente para facilitar o acesso ao contador.

 

Poderá alterar esta data através do 808 100 100 (das 8h às 22h - dias úteis - custo chamada local) num prazo máximo de 10 dias a contar da data da presente comunicação.

 

Se não conseguirmos obter qualquer leitura do contador no prazo de 30 dias após a data de envio da comunicação recebida o fornecimento de energia elétrica será interrompido.

Para que o fornecimento seja de novo retomado é obrigatória a obtenção de uma leitura e terá de pagar o valor das despesas relativas ao corte e restabelecimento que poderão variar entre €22,38 e €108,68 (acresce IVA à taxa legal), de acordo com os meios utilizados para a sua interrupção, valor que será incluído na fatura de eletricidade do seu comercializador.

What is the Delivery Point Code and where can I find it?

The Delivery Point Code (CPE) is a unique key that identifies the installation and finds on the electricity bill. If you do not have an invoice, you can request this code through the "CONTACT US / Other Business" form on our website or by calling 808 100 100/218 100 100 (8h-22h, working days, cost call defined by your tariff conditions).

These services may include:

the   Travel to the site to assess the tracing, connection point and power reception;

the   Studies for the elaboration of bonding conditions;

These costs are fixed by the energy services regulatory body and updated annually. They do not include the cost of drawing up the electricity project, which is the responsibility of those who request the connection when necessary.

 

Co-participation in power network

These costs are fixed by the energy services regulatory entity, updated annually, and depend solely on the requested power.

POWER CONNECTION BUDGET

The budget of EDP Distribuição will present the conditions of connection, the deadlines for execution, the information on the dimensions and technical characteristics of the connection and characterization of the materials to be used.

In this budget you will be aware of the possible connection options and the costs to support:



 

       Costs with exclusive-use power network elements

They relate to costs incurred only with the connection of the premise concerned. 

These costs will be borne by the requester up to the length of 30 meters of cable.

It is the responsibility of those who request the power connection for the execution of the network elements of exclusive use, using technicians or companies with competences for this purpose.

 

       Costs with shared-use power network elements, if applicable 

This type of cost occurs when there is the connection of one or more facilities and is calculated according to the requested power, distance and connection typology (aerial or underground).

These prices are defined by the Energy Services regulatory body and updated annually.

 

       Other charges, if applicable:

the   Licensing fees for connection elements to be built;

the   Values arising from the issuance of opinions, licenses or guarantees that are necessary for the same purpose;

the   Compensation of land owners traversed by the lines;

the   Fees for permits for road crossings, railroad.

These charges may not be part of the initial budget and be billed later, before the end of the work. 

 

Note: We advise that the budget initially presented by EDP Distribuição may be altered in particular in cases where the originally planned network layout has to be revised by facts not attributable to EDP Distribuição. 

When will I receive the power connection budget?

After submission of the power connection request you will have to pay the initial charges. After this payment you will receive your budget within 15 working days.

The budget of EDP Distribuição will present the conditions of connection, the deadlines for execution, the information on the dimensions and technical characteristics of the connection and characterization of the materials to be used.

The deadlines for the work execution and general conditions for the power connection will be indicated in the budget sent to you, depending on the type of power connection to the network.

Who can carry out my work?

The budget submitted by EDP Distribuição will present the possible construction options.

When there is only the construction of a network of exclusive use, it must be the applicant to promote the execution of it. This implementation shall be carried out by service providers empowered to do so in accordance with applicable legislation and regulations. You can check the list here.

In the remaining situations there may be the possibility of EDP Distribuição performing part or all of the work.

Is it possible to change the initial build option?

If the application for connection to the network has an execution time of more than 20 days and the acceptance of the budget has occurred less than 5 days, it is possible.

In all other cases, there is no such possibility.

The bonding process is done. What's missing?

- The completion of the network connection works;

- Payment of the costs associated with the application for connection;

- The certification of the installation by the Directorate-General for Energy and Geology (DGEG), under the conditions of the Dec. Law 96/2017;

- The electric power supply contract with an energy trader.

O que é uma Ligação Provisória

Este tipo de ligação à rede serve para fornecer energia a instalações de carácter temporário e destinando-se tipicamente a instalações para reparações, trabalhos, ensaios de equipamentos, obras e estaleiros e apenas se aplicam a ligações em Baixa Tensão (BT).

A obrigação da EDP Distribuição para a ligação de instalações provisórias está condicionada à disponibilidade da rede de distribuição e ao cumprimento das normas legais e regulamentares em vigor, não podendo prejudicar a normal exploração da rede nem constituir perigo para pessoas e bens.
 

Já recebeu resposta ao seu pedido de condições de ligação à rede? Se sim, pode avançar para o pedido de ligação, para receber um orçamento dos encargos iniciais da obra.

Após receber, por carta ou e-mail, a resposta ao pedido de condições de ligação à rede, poderá submeter o pedido de ligação junto do seu gestor ou através do e-mail plrmt@edpdistribuicao.pt. Dentro de 15 dias úteis após a submissão do seu pedido, a EDP Distribuição irá enviar-lhe a informação referente aos encargos iniciais associados à ligação.   

Se aceitar o valor dos encargos iniciais e fizer o pagamento, cujo comprovativo terá que ser apresentado ao seu gestor ou enviado para o e-mail plrmt@edpdistribuicao.pt, irá receber uma informação com os seguintes elementos:

  • o orçamento da obra;
  • prazos de validade de condições e pagamento;
  • prazos e opções de execução;
  • informações sobre as dimensões e caraterísticas técnicas da ligação;
  • encargos respeitantes a elementos de ligação para uso partilhado.
Obra concluída? O que falta para dar início ao fornecimento de energia elétrica?

O fornecimento de eletricidade inicia-se após:

  • execução da ligação à rede;
  • liquidação dos encargos de ligação à rede;
  • entrega da obra a cargo do requisitante, caso seja aplicável;
  • instalação de equipamento de medição;
  • autorização dos proprietários dos terrenos atravessados pela linha;
  • passagem para a EDP Distribuição da parcela de terreno onde se situa o posto de corte, caso seja aplicável;
  • licenciamento, vistoria e autorização da entrada em exploração pela Direção-Geral de Energia e Geologia (DGEG) de:
    • instalação do requisitante;
    • elementos de ligação à rede.
  • celebração de protocolo de exploração;
  • inspeção das proteções de interligação, caso existam;
  • contrato de fornecimento de energia elétrica com um comercializador.
Elementos que é necessário apresentar para realização do pedido Resposta:
  • Cartão de Contribuinte (NIF ou NIPC) e cartão de cidadão ou Passaporte;
  • Licença de obras emitida pela Câmara Municipal; 
  • Ficha Eletrotécnica com a potência requisitada à rede, assinada pelo técnico responsável;
  • Coordenadas geográficas do ponto de receção de energia ou planta de localização à escala adequada;
  • Declaração de conformidade da execução ou termo de responsabilidade pela execução de instalações elétricas, nos termos do DL 96/2017, independentemente do valor da potência requisitada.

O Termo de responsabilidade a utilizar para efeitos de realização da obra está definido no Despacho 28/2018 da D.G.E.G (Direção Geral de Energia e Geologia) de 15 de maio.

 

Caso a potência requisitada seja superior a 41,4kVA, será também necessário:

  • Termo de responsabilidade pela exploração nos termos da alínea f) do ponto 1 do Artigo 15.º do Dec. Lei 96/2017;
  • Pedido prévio de condições técnicas de ligação à rede, que deverá ser solicitado à Área de Rede e Clientes da EDP Distribuição respetiva, conforme informação disponível em www.edpdistribuição.pt, na área profissionais, instalações tipo C.

 

A montagem e desmontagem do ramal de ligação temporária à rede é da inteira responsabilidade do requisitante, através de empreiteiro habilitado para o efeito.

Dar início à construção dos elementos de ligação

Após aceitação das condições de ligação e pagamento dos encargos descritos no orçamento, é executada a ligação à rede pela EDP Distribuição ou pelo próprio requisitante, de acordo com a opção escolhida por si.

1. Submit your request for grid connection conditions

The assessment of an application for a high voltage connection requires the carrying out of grid and feasibility studies setting out the costs associated with the resources involved. Only after payment of these costs shall EDP Distribuição start the process.

In order to formalise the application you must:
●     complete the grid connection request form;
●     attach ground plans on an appropriate scale of the substation location;
●     indicate the geographical coordinates and technical characteristics of the premises.

This  information should be sent to EDP Distribuição, through your customer manager or PLRAT@edp.pt.

The next step will be the payment of the technical studies fee of €24 000 (+VAT), whose documentary evidence shall be sent to your customer manager or to the e-mail PLRAT@edp.pt. We will send you the technical conditions and budget within 45 working days after the date of payment of the aforementioned amount (except for situations not attributable to EDP Distribuição, such as delays in opinions requested from external entities).
 

2. Start the construction of connecting infrastructure

The construction of the high-voltage grid connection infrastructure is agreed between you and EDP Distribuição, taking into account that the construction of works that take place at EDP Distribution's premises, such as substation panels, cannot be carried out by a third party.
 
The connection to the grid shall be carried out by means of overhead lines or underground cables, with a high-voltage switching station being required near the substation.
 
The site intended for the switching station must have direct access from the public street and the use of surface rights will always lie with EDP Distribuição if it is not owned by it.
 
Auxiliary services of the high voltage switching station for its remote control shall be provided with power from the medium voltage public distribution grid. 
 

3. Work completed? What else do I need to do to start the electricity supply?

The power supply shall start after:
•    grid connection implementation;
•    settlement of grid connection cost;
•    delivery of the work for which the applicant is responsible, where applicable;
•    installation of metering equipment;
•    authorisation from the land owners crossed by the power line;
•    transfer to EDP Distribuição of the plot of land where the switching station is located, where applicable;
•    licensing, surveying and authorisation of the coming onstream by the Directorate-General for Energy and Geology (DGEG) of:
         o the premise of the applicant;
         o the grid connection infrastructure.
•    the signing of an operating protocol;
•    inspection of the interconnection protections, if any;
•     electricity supply contract with a supplier.
 

Como enviar o seu pedido de condições de ligação à rede?

A avaliação de um pedido de ligação de alta tensão implica a elaboração de estudos de redes e de viabilidade com custos associados aos recursos envolvidos. Só após o pagamento desses custos é que a EDP Distribuição dará início ao processo.

Para formalizar o pedido deverá:

  • preencher o formulário de pedido de ligação à rede;
  • anexar plantas à escala conveniente da localização da subestação;
  • indicar as coordenadas geográficas e caraterísticas técnicas das instalações.

Estes elementos deverão ser enviados para a EDP Distribuição, para o seu gestor ou para PLRAT@edpdistribuição.pt.

Após a formalização do pedido e o pagamento prévio de encargos relativos aos custos de serviços para elaboração dos estudos técnicos e do orçamento no valor de 24.360,00€ (+IVA), cujo comprovativo deve ser enviado ao seu gestor ou pelo e-mail PLRAT@edp.pt, o prazo para apresentação do orçamento é de 45 dias úteis a partir da data de pagamento do valor acima referido (salvo situações que não são da responsabilidade da EDP Distribuição, como atrasos em pareceres solicitados a entidades externas).

Como dar início à construção dos elementos de ligação?

A construção dos elementos de ligação à rede de alta tensão é acordada entre si e a EDP Distribuição. No caso de obras cuja construção decorra em instalações da EDP Distribuição, como na colocação de painéis em subestações, estas não podem ser executadas por terceiros. 

A ligação à rede é efetuada através de linhas aéreas ou cabos subterrâneos, sendo que será obrigatória a existência de um posto de corte de alta tensão junto da sua subestação.

O terreno destinado ao posto de corte terá de ter acesso direto a partir da via pública e o direito de utilização de superfície será sempre da EDP Distribuição, caso não seja sua propriedade.

Os serviços auxiliares do posto de corte de alta tensão, para telecomando do mesmo, devem possuir uma alimentação a partir da rede de distribuição pública em média tensão.
 

A obra está concluída? O que falta para dar início ao fornecimento de energia elétrica?

O fornecimento de energia elétrica inicia-se após:

  • execução da ligação à rede;
  • liquidação dos encargos de ligação à rede;
  • entrega da obra a cargo do requisitante, caso seja aplicável;
  • instalação do equipamento de medição;
  • autorização dos proprietários dos terrenos atravessados pela linha;
  • transmissão para a EDP Distribuição da parcela de terreno onde se situa o posto de corte, caso seja aplicável;
  • licenciamento, vistoria e autorização da entrada em exploração pela Direção Geral de Energia e Geologia (DGEG) de:
    • instalação do requisitante;
    • elementos de ligação à rede.
  • celebração de protocolo de exploração;
  • inspeção das proteções de interligação, caso existam;
  • contrato de fornecimento de energia elétrica com um comercializador.
Treatment purposes, Legal basis and conservation deadlines

Required character of requested data

The data identified, in the forms provided by EDP Distribuição, with an asterisk (*), will be mandatory to fulfill the contractual or legally established purpose. 

As such, if they are not provided, EDP Distribuição will not be able to meet the request of its holder.

Exercise of rights

In accordance with applicable law, the data subject is guaranteed the right to access, rectification and update his/her personal data, as well as the right to oppose treatment, portability and forgetfulness, whenever the exercise of these rights is not Incompatible with the fulfillment of the stated purposes and the legal obligations of maintaining and preserving the data. 

For the exercise of the rights referred, the data subject shall direct a written request to EDP Distribuição, through the official contacts published on the site of EDP Distribuição or to go to any store of EDP Distribuição.

In any case, if the holder considers that EDP Distribuição has not secured the rights that it has in accordance with applicable data protection legislation, it may file a complaint before the National Data Protection Commission (CNPD ), as the supervisory authority, using the contacts provided by this entity for this purpose.

Data communication

EDP Distribuição may transmit the data it treats to subcontracted entities, only for the execution of the purposes described, during the period strictly necessary for the same pursuit, subjecting the entities with which it hires to Secrecy, confidentiality and security obligations arising from this information, making sure that all its employees, service providers and suppliers are aware that they are obliged to comply with the Scrupulous of such obligations.

Where can I charge?

Home: charge your car in the comfort of your home.

Work: take advantage of the time you spend working to charge your vehicle.

Public highway: you can also charge your vehicle at the charging points on the public highway.

Others: there are many establishments such as restaurants, hotels and shopping centres that offer the possibility of charging your electric vehicle.

How can I charge?

Home/Work/Others (Residential condominiums, car parks, private spaces)

For charging to a conventional outlet, a cable supplied by the electric vehicle manufacturer is normally used. Normally, the power for this type of charging is 2.3kW. This means that it takes about six hours to load 100 kilometres of autonomy.
In the case of wallboxes - a household charging point -, the cable can be supplied by the electric vehicle manufacturer or be integrated into the wallbox. The power for this type of charging can vary between 3.7kW and 22kW. In these household charging points it takes between 45 minutes and four hours to make a charge equivalent to 100 kilometres of autonomy.

Public highway

There are two types of charging points: normal and fast.

Usually, normal charging points provide Mennekes sockets and power for charging between 3.7kW and 22kW. In these, alternating current is used and this takes between 45 minutes and four hours to carry out a charge equivalent to 100 kilometres of autonomy.
In the case of quick charging points, characterized by charging capacities higher than 22 kW, the charging can be carried out using alternating or direct current. In this case, CHAdeMO or CCS type sockets are used which always have an integrated charging cable. Depending on the type of battery and electric vehicle, a charge equivalent to 100 kilometres of autonomy takes about 20 minutes to complete.

Como funciona?

Este processo de registo funciona como uma ferramenta de pesquisa, permitindo a seleção de fornecedores a partir de uma base de dados.

O registo será validado após submissão, por parte do fornecedor, de todas as formalidades relativas ao processo. O fornecedor será notificado por e-mail, sendo-lhe atribuído o número de utilizador e respetiva chave de acesso.

O fornecedor tem total responsabilidade pela manutenção da informação de registo atualizada e fidedigna perante a EDP Distribuição.

There was an incident in my house and I had broken equipment. What should I do?

I filed a damage claim on equipment and now I find that I have more broken equipment after all. What should I do?

Following the interruption of the power supply, my electrical equipment was damaged. How should I complain?

In principle, power outages do not cause damage to equipment.

We will reply to you within 15 business days.

Em que situações a EDP Distribuição não é obrigada a compensar os seus clientes?

> ocorrências classificadas como eventos excecionais pela Entidade Reguladora dos Serviços Energéticos;

What is street lighting?

Public Lighting is considered to be the lighting installed on public roads with the function of providing the minimum levels of illuminance, luminance and uniformity necessary for the movement and safety of persons and goods.

Who manages Public Lighting?

EDP ​​Distribuição is the concessionaire of the distribution of low voltage electricity in the 278 municipalities of mainland Portugal, on an exclusive basis.

The implementation, conservation and management of the IP networks is the responsibility of the municipalities, but, under the terms of the concession agreements for the low voltage electricity distribution networks (BT), the municipalities delegated this responsibility to the concessionaire - EDP Distribuição.

However, the management of public lighting (definition of lighting levels and times, type and number of lamps and lamps in service) remains the responsibility of municipalities.

Who should I go to when I have problems with Street Lighting?

    Is the supply of energy to customers compromised?

    The normal supply of electricity to customers is not compromised. The activity of EDP Distribuição continues to be ensured by the commitment of the operational teams on the ground and by all the other employees who are teleworking.

    What services are or will be affected?

    EDP Distribuição is providing the services that are essential for the normal functioning of its activity and to which it will give priority, namely the management and operation of the electricity distribution network and the repair of faults in the high, medium and low voltage networks.

    However, EDP Distribuição has adjusted its activity to the preventive and contingency measures of the COVID-19 spread:

    - Suspension of interruptions to the electricity supply, at the initiative of the supplier, during the state of emergency and the following month;

    - Suspension of technical visits for extraordinary reading and collection of readings inside the Customer's facility;

    - Breakdowns in public lighting will be analysed in order to ensure the well-being and safety of the population. 

    What services are being guaranteed by EDP Distribuição?

    EDP Distribuição is providing the services that are essential for the normal functioning of its activity and to which it will give priority, namely:
    - Management and Operation of the Electricity Distribution Network;
    - Breakdowns and anomalies in the Network;
    - Maintenance of protective strips (proximity to vegetation) and fuel management in situations of imminent risk;
    - Repair of Public Lighting Breakdowns with great impact;
    - Scheduled Technical Visits with Customer, as established for the containment areas and zones of normal regime;
    - Urgent connections and reconnections to Customers*

    *Priority will be given to customers with priority and special needs, according to the criteria established in the applicable regulations in the electricity sector.  

    Is the number of workers in the field sufficient to meet all the needs and requests of Customers?

    EDP Distribuição reinforced its preventive measures against the propagation of the VOCID-19, in a safe manner and in accordance with the Contingency Plan of the General Health Directorate (DGS), in order to guarantee the continuity of electricity distribution throughout the country. 
    Every effort was made to reorganise the operational teams in order to ensure the supply of electrical energy and to respond to the requests placed by its Customers. 

    Will the meter reading collectors continue to go to the Customers' house to collect the data?

    The readings will be ensured except if the equipment is inside the dwellings and the activity of extraordinary readings has been suspended. These are exceptional measures intended to ensure the safety of everyone.

    Are the Company's technicians, who are in the field, adopting extraordinary protection measures, such as the use of masks, gloves and disinfectants?

    EDP Distribuição's operational teams, as well as service providers, were duly informed of all the health and safety procedures they must follow, in accordance with the guidelines of the Directorate General of Health.

    If there is an extraordinary atmospheric event, during the duration of COVID-19, does EDP Distribuição guarantee that all its teams are operational?

    In the situation of an atypical atmospheric event that could cause massive interruptions in energy supply, EDP Distribuição would have to activate additional means and adapt its structure in order to be able to guarantee the respective replacement of service as soon as possible.

    How long will the Company's service points be closed?

    EDP Distribuição closed the 23 Public Service Points, from north to south of the country, on March 16, as a preventive measure and to control the spread of the COVID-19 virus. The measure will be evaluated according to the evolution of the pandemic and the recommendations of Health and Government entities.

    Are the Company's Contact Center lines still running at full capacity?

    In view of the current pandemic situation, there was a need to adjust the Contact Center structure, namely to ensure that employees operate in telework.  
    The Contact Center lines are still operational and their activity is ensured by the Company's employees and service providers.

    In case of power outages, which Customers are priority for the Company? Is it guaranteed that energy is restored to these Customers more quickly?

    EDP Distribuição has dimensioned its operational teams and its structure to continue to ensure the connections required by its customers, giving priority to priority customers, in accordance with the criteria established in the regulations applicable to the electricity sector. Priority customers are those who depend on electricity supply to survive, through artificial ventilation, or entities that provide safety or health services to the community and for whom the interruption of power supply can cause serious problems, such as hospitals, firefighters or civil protection.

    How does EDP Distribuição know who are the priority private customers?

    All priority customers must subscribe to an application through their energy supplier. Only in this way is the Distribution Network Operator (DSO) aware of the identification of Customers classified as priority.

    Will the time for anomalies troubleshooting increase?

    The operational teams are designed to respond to malfunctions as quickly as the Company has accustomed the citizens. However, the response time is always associated with the frequency of occurrences. According to the data at our disposal, we believe that the device assembled will be able to meet the needs.

    Is it expected that during this period of crisis EDP Distribuição will make connections to the network in person?

    EDP Distribuição will continue to respond to calls and reconnections to customer requests, as well as follow up on scheduled technical visits. These interventions will be carried out in compliance with all safety regulations and avoiding, as far as possible, contact and proximity with customers.

    Are EDP Distribuição's Service Points already open?

    On May 18, EDP Distribuição reopened the several Public Service Points, spread throughout the country, which were closed following the COVID19 pandemic, except for the Guimarães Public Service Point, which is temporarily closed. 

    What are the opening hours for the public?

    The opening hours will be from 10h-12h30 and from 13h30-16h30, with the exception of the Lisbon, Oporto and Loures Service Points, which have the opening hours from 10h-16h30.

    Is there a priority in attendance?

    In addition to priority care, priority will also be given to health professionals, security, protection and relief forces, armed forces and social support services.

    Is it mandatory to wear a mask inside the Service Points?

    When accessing and staying inside the Service Point, it will be mandatory to use a mask and/or visor.

    What security measures, for Clients and Assistants, will be implemented at the Service Points?

    Inside the Service Points, assistants are required to wear a mask and gloves.
    The use of a mask and/or visor is mandatory for Customers. 
    Measures are also implemented and duly marked to safeguard the safety distances between Customers and Helpers at the Points of Service, such as placing tapes on the floor to create a visual line of distance (2m) and the existence of acrylic between Customers and Helpers.

    Do I have to make an appointment?

    It is not necessary to make an appointment, nor do you need a password to be admitted, you just have to wait your turn outside the Service Point. You must keep the safety distance for other clients, respecting the maximum occupancy limits imposed at the Service Point (1 client / 20m2).

    Is the physical complaint book available?

    In order to avoid contagion and/or propagation of the virus, the obligation to provide the consumer with the physical Complaints Book immediately and free of charge is suspended, and the Customer may submit any complaints directly to the Assistant of the Service Point or via available digital channels.

    Are EDP Distribuição's digital channels still available?

    Yes, customers can use the digital channels of EDP Distribuição through the website (edpdistribuicao.pt) and APP EDP Distribuição or, alternatively, through the numbers 808 100 100 (technical assistance, 8h-22h, working days, local call cost), 800 506 506 (breakdowns, 24h/day, free) or 800 507 507 (readings registration, 24h/day, free). 

    Has the number of employees serving the public been reduced?

    Yes, in order to guarantee a distance of 2 meters between assistants and the maximum limit of 1 customer per 20m2, the number of assistants will be reduced at this stage in order to meet all safety conditions.

    Are the employees who serve the public equipped with masks?

    Yes, our assistants will be properly equipped with masks and gloves.

    Do the service points provide alcohol gel or disinfectants?

    Liquid alcohol solutions are available for employees and customers at all entrances and exits of establishments, as well as inside them, in locations suitable for disinfection according to the organization of each space. 

    O que é e em que situações é necessário efetuar um Pedido de Condições de Ligação à Rede?

    Antes de ser efetuado um Pedido de Ligação à Rede (PLR), o requisitante necessita de ter em consideração a potência que irá requisitar para a sua instalação, pois irá condicionar a potência máxima a contratar.

    Definimos o valor de 41,4kVA como a potência requisitada a partir da qual será necessária uma avaliação prévia das condições de ligação à rede em baixa tensão.

    A avaliação do total da potência requisitada corresponde à soma das potências de todas as instalações alimentadas do mesmo ramal, de acordo com coeficientes de simultaneidade previstos nas Regras Técnicas de Instalação Elétrica de Baixa Tensão (RTIEBT), conforme ficha eletrotécnica.

    Caso o prédio seja novo e tenha mais do que um ramal, deve ser entregue informação sobre todas as alimentações previstas, de forma a podermos avaliar a necessidade de definir condições técnicas especiais para as ligações à rede elétrica.

    Why will EDP Distribuição switch to E-REDES?

    The Energy Services Regulatory Entity (ERSE) has determined, through Regulation no. 632/2017, of December 21, 2017, the image separation between operators of the same economic group within the electricity sector, namely the Distribution Network Operator, in line with the indications of the European Commission. In this regard, EDP Distribuição, as a distribution network operator, both in high voltage and medium voltage, as well as in low voltage in the electricity sector, submitted a proposal to change the brand to ERSE in the first quarter of 2018. This proposal was approved by ERSE on August 11, 2020.

    What are the main differences?

    Besides the change of name from EDP Distribuição to E-REDES, the new brand will also have a logo whose graphic line will be marked by the new company name in black with the color yellow in background. With this image change, which no longer has color or design elements common to other companies in the EDP universe, the identification and uniqueness of the distribution network operator will also be reinforced.

    When will EDP Distribuição become E-REDES?

    EDP Distribuição has a transitional period until January 31, 2021 for the implementation of the measures necessary to achieve the corporate image now approved, including the adoption of the altered commercial designation in communication or billing media to entities, with which it relates under the legal and regulatory terms. The company will have, yet, an additional period until December 31st 2021 to realize the necessary actions to the adoption of the new brand on public attendance points. 

    As of January 31, 2021, E-REDES no longer belongs to the EDP group?

    E-REDES will continue to be the company of the EDP group, which operates the energy distribution networks in mainland Portugal, under concession.

    EDP Distribuição remains committed to guaranteeing the same level of service and operations at national level through the concessions of high, medium and low voltage energy distribution.
